Seaport Enhanced or SeaPort–e is the U.S. Navy’s contract vehicle of choice to procure engineering, technical, logistics, program management and financial support services. It is an ID/IQ (indefinite-delivery/indefinite-quantity) multiple award contract (MAC) awarded by NAVSEA for use in seven nationwide geographic zones. J&F Alliance Group is eligible for tasking in Zones 3 and 4.
Seaport-e offers a streamlined contracting process, often with no more than a 10-page RFP package. Procurements on SeaPort-e typically take between 5-30 days from RFP release to task order award. Customers decide what the procurement timeline will be. J&F Alliance Group can respond to quick, 10 day or less RFP response times. Customers can use their local Contracting Offices and Contracts Administrators to register and process procurement documents through the Seaport-e web portal. Authorized Seaport-e users include the Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, Military Sealift Command, and the United States Marine Corps.

J&F Alliance Group Quality Assurance Program

A key element in any effective project or program management is to continually measure and evaluate success. What’s working? What’s not? What’s working but costing too much time and/or money? Also, what is the metric which equates to success?

With experienced managers on our team, including a Certified Federal Contracts Manager, the J&F Team will support Seaport-e tasking with a dedicated Program Management Office (PMO) consisting of operations and administrative personnel. The PMO will maintain full accountability of personnel and equipment, task and contract deliverables, and monitor execution of policy and procedures across the team in areas of security, travel, training, task assignments, and work planning. As part of Quality Assurance, the PMO will perform discrete diagnostic checks and trend analysis throughout contract and TO execution to ensure the personnel and services provided conform to required quality standards, TO requirements, PM directives, and customer expectations.

In addition to four years active duty Army experience as a Personnel Service Specialist, Ms. Falana Dula-King has nine years’ of rear echelon battlefield experience as a Property Control and Inventory Management Specialist. Mrs. Dula-King has worked for several contractors supporting and automating equipment transfers and accountability processes. For Kellogg Brown & Root (KBR), Mrs. Dula-King was responsible for tracking over $95M of U.S. Government property. She managed a team of over 100 employees which conducted physical inventories of 26,000 lines of durable and non-expendable property used to support military operations throughout Iraq. Mrs. Dula-King is a Logistics Management Specialist with expertise in receiving, storing, inventorying, issuing, tracking, packing and transporting property, from small, inexpensive units to multi-million dollar vehicles and aircrafts. Mrs. Dula-King anticipates using the Seaport-e contract vehicle to "Build The Bond Between Logistics and Information Technology," specifically using Augmented Reality to build accuracy and cost savings into numerous military logistics processes.
